eCast – is without any exaggeration, your own alternative CEC. This automated system created by using modern information technologies, which allows you to control each stage of the election, with instant access to timely information from each PEC and conduct a parallel vote count, thus ensuring transparency and objectivity of the results.
From a technical point of view eCast is a web-based software with an integrated synchronous SMS center. In essence it’s a tool which allows quickly get and summarize the data from observers from all PECs. Due to automating these data is updating online, and it allows to react and resolve possible threats to transparent elections in time.
eCast solves the main nowadays problem - the inability to comprehensively control the progress of the election day at all PSCs. If this process is not automated, it is a long, expensive and inaccurate. So decentralized database, unestablished communication, human factors, paper document circulation are making the solving of this problem impossible.
System eCast can remove all these obstacles, it gives a possibillity to monitor the real-time flow of information from all PSC, keep in constant contact with all participants (including observers and lawyers), and - most important - do it as quickly as possible by automating all operations. eCast provides:

eCast consists of several modules, their synchronized operation ensures the efficient work of the system:
Between departments of headquarters occurs an electronic document management: between the leadership, call-center and the legal department. Documents are updating online, thus every participant always have access to the latest information. In comparison with the paper document circulation is much more convenient and safer.
Call-center operators can monitor and coordinate the work of observers (PEC registration, compliance schedules reports) and mobile teams of lawyers via a web interface. They also keep in touch with the legal department staff and with observers, fixing appeal on problems to the PSCs.
Summarized data is displayed via a web interface for smartphones, tablets, computers, plasma, projectors (selectively or comprehensive, tables or maps). The module works in two modes: day (shown dynamic appearance, work with appeals) and evening (dynamics counting of votes).
It contains complete information on all candidates and observers (contact information), PSC (address, phone number, belonging to the territorial election commissions and county) districts. Allows by several "clicks" to find the information and select a list of destinations for a mass mailing SMS.
Contains the latest information about the turnout, votes and appeals on problems in PEC with the status of implementation. After the end of voting database is filling with information about the dynamics of TEC receiving and directly counting of votes. All information can be displayed in tables or maps.
SMS-commands with information about the registration of the PEC, turnout, votes are sending by observers on schedule and automatically processed by the system (also extra SMS with complains or demanding call). It is also possible mass SMS-mailing from headquater (extra data request, warnings, etc.).
All transactions take place in the automatic mode, including data getting from observers and its processing. With the user-friendly interface staff members can find, sort and display in the right format any information by several “click”: about the candidates, PEC, observers and, most importantly, about the results of voting. This contributes to efficient use of human resources.
This follows from the automation: due to it transfer, data processing, response to problems and suspicious results occur quickly, regardless of the number of polling stations. Data in the system are updated instantly, and the staff turns into a situation center.
With eCast your headquarters can complex analyze data on turnout and vote on all polling stations and quickly identify the possible use of such methods of falsification as “stuffing”, “carousel” and others. The system makes it possible to see the dynamics of the attendance and voting online.
The system provides a single centralized database with a closed web access (only headquarters have access). All information is displayed in a convenient format: in the form of graphs, charts, tables, and on the map. You can always see the information in a complex or sort it by any parameter. Output of results takes place via the web interface on computers, tablets, smartphones, as well as on large information screens (monitors, plasmas, projectors).
